Can registered sex offenders legally grimace in their photos for the public?

It must be very embarrassing for them, even though it is in the best interest of the public for their faces to be recognizable.

What would stop a registered sex offender from squinting, grimacing and/or growing a heavy beard / wearing heavy makeup to be unrecognizable?

Even for non sex offenders when you have your picture taken at the county jail they make sure you look right into the camera and if you squint they just make you retake the picture until they get one that the secret retina scan actually worked for.
